The Israel Prison Service (IPS), which I am proud to head, constitutes a law enforcement agency of the highest class and the executive branch of the Israeli government. Our main mission is to hold prisoners in safe and secure custody while protecting the safety of the state's citizens, maintaining the prisoners' dignity and accommodating their basic needs, including providing corrective tools to qualifying criminal inmates. The Israel Prison Service operates 22 imprisonment facilities throughout the country. These facilities house over 12,000 inmates - diverse populations of men, women and youth, who have been removed from society by decree of the law. Inmates include thousands of security prisoners, including terrorists with "blood on their hands", some of whom are serving dozens of life sentences; criminal convicts serving short and long term sentences for a variety of offences; some 1,000 illegal sojourners and foreigners awaiting deportation, and so on. Some 5,000 staff members are entrusted with holding the prisoners in legal custody. These include warders and various law enforcement and security officers, fighters from designated operational units, therapists and administration workers. These employees perform their jobs, day and night, with great dedication, in a professional manner and with a sense of deep commitment to the organization and to the state, while adhering to the IPS missions and aspiring towards excellence.
The IPS plays a significant role in the current political and economic processes taking place in the State of Israel, and is greatly affected by decisions made at various political levels. High mobility and dynamism are therefore required of the organization, which withstands all that is demanded of it in a professional and rational manner. At the same time, long term systemic strategic planning is meticulously developed in order to establish the organization, and develop it.
